Dr. Pan joined Holtec International in 2009 after receiving her Ph.D. in Mechanical Engineering from the University of Pennsylvania. With over 16 years of experience in the nuclear energy sector, she has led the project development in spent nuclear fuel (SNF) storage, transportation, and more recently, Small Modular Reactor (SMR) across the Asia-Pacific region.
Dr. Pan plays a central role in advancing Holtec’s global nuclear initiatives, with a focus on delivering safe, innovative, and regulatory-compliant nuclear technologies. Her expertise spans the entire project lifecycle—from early business development and licensing to engineering, manufacturing, and final implementation.

She leads the, and operational constraints. Her holistic approach bridges technology, strategic planning of spent fuel dry storage systems, wet pool expansions, and SMR deployment, ensuring alignment with nuclear safety standards, site-specific licensing requirements regulation, and end-user needs.

Execution of Complex Nuclear Projects
She oversees every phase of project execution—from system design and component fabrication to site installation and nuclear fuel loading. Dr. Pan serves as the primary interface between Holtec’s engineering teams and local subcontractors to ensure on-time delivery, regulatory compliance, and nuclear safety.
Under her leadership, SNF storage systems and SMR technology deployments have been advanced, reinforcing Holtec’s leadership in Asia’s nuclear backend and next-generation reactor markets. Dr. Pan is recognized for her ability to integrate strategic planning with technical delivery, ensuring excellence in project execution, safety assurance, and regulatory alignment.
